Since taking office, he has served on the House Health Committee, where he is an active member of the Public Health and Minority Health Disparities Subcommittee, Maternal, Infant, and Child Health Subcommittee, and Elder and Long-Term Care Subcommittee. Throughout his tenure, Tom has made improving healthcare quality, expanding access to care, and strengthening mental health services a top priority for the residents of Maryland’s Eastern Shore.
In 2024, Tom received the Rising Star Award from the Maryland Hospital Association in recognition of his leadership and advocacy in advancing hospital priorities, including expanding healthcare access and coverage, improving emergency department efficiency, and supporting Maryland’s healthcare workforce.
In 2026, Tom was honored by Speaker Joseline Pena-Melnyk during the Speaker’s Society Award Ceremony when he was presented with the Charles McC. Mathias, Jr Award. The prestigious award, presented once every four years, recognizes legislators from both parties who demonstrate a commitment to bipartisan leadership and working across the aisle to serve the people of Maryland.
For more than 24 years, Tom has been an active and engaged leader throughout the Eastern Shore. A business leader, entrepreneur, and dedicated community advocate, he quickly became involved in organizations focused on economic development and revitalization upon moving to the region.
Most notably, Tom served eight years on the Board of Directors of Cambridge Main Street, including service as Board President. During his leadership, downtown Cambridge experienced significant revitalization and has since become a thriving tourism destination. Whether volunteering at street festivals, organizing beautification projects, hanging holiday decorations downtown, or helping build the iconic Cambridge Crab Basket Christmas Tree, Tom has consistently demonstrated a hands-on commitment to his community.
Tom is also a strong supporter and volunteer for both Ironman Maryland and Ironman 70.3 Eagleman. These internationally recognized events attract thousands of athletes and visitors annually and generate more than $5 million in economic impact throughout District 37B. In 2017, Tom personally completed Ironman Maryland, reflecting his determination, discipline, and commitment to leading by example.
Today, Tom remains actively involved in numerous community and professional organizations, including the Dorchester Chamber of Commerce, the Cambridge Business Professional Group, and the Sons of The American Legion. He also serves on the Board of Directors for the Eastern Shore Area Health Education Center. His previous service includes membership on the Cambridge Economic Steering Committee, the Chesapeake College Foundation Board of Directors, Rotary Club involvement, and service as a volunteer firefighter.
After a successful 30-year career leading sales and marketing teams for several national healthcare analytics organizations, Tom founded Hutchinson Home Services LLC in 2020. Through the business, he has combined his entrepreneurial experience and craftsmanship skills to provide quality home improvement services across the Eastern Shore, while becoming even more connected to the community he serves.
Tom earned his Master of Business Administration from Loyola University Maryland and his Bachelor of Science in Computer Science from Dickinson College. He is also a graduate of Shore Leadership.
Tom resides in Cambridge with his partner, Beth Hancock. He is the proud father of his daughter, Helen, who is pursuing her Master’s Degree in GeoEnergy at the University of Edinburgh.
